When keepVerticesAtInfinity&True the voronoi regions with vertices that are at inifinity are allowed to remain in the list of regions and regionCoordinates.

When keepVerticesAtInfinity&True the voronoi regions with vertices at infinity are removed from the list of regions and regionCoordinates.
